City of Kyle, Texas Secures $24,360,519 US DOT Grant Award for the Kohler’s Crossing Grade Separation Project
I am pleased to announce that the city of Kyle, Texas has been awarded a $24.360 million grant from the US Department of Transportation 's FY 2024-2026 Federal-State Partnership for Intercity Passenger Rail Program.
Kyle will use grant funds to construct a four-lane bridge over the Union Pacific Railroad (UPRR) line. The bridge will relieve traffic congestion city-wide and improve safety conditions for vehicles, bicyclists and pedestrians.
Kohlers Crossing Road is a primary bus route for the Barton Middle School, John C Hays High School and Austin Community College which is located adjacent to the UPRR at-grade rail crossing. The project will also facilitate access to over 100 acres of nearby city parks and the 2,200-acre Plum Creek: Brick and Mortar District mixed-use development.
Traffic congestion from railroad movements in Kyle has been a persistent concern for residents and businesses. A project traffic study determined that a total delay of 57.58 minutes from rail cars passing through Kyle over a 24-hour period. This grade separation project in conjunction with a previously grant awarded relocation of rail siding will virtually eliminate train car blockage at six major roads in Kyle. The project will also support the city's efforts to expand the Vybe pedestrian/bicycle trail loop.
Kalbacher Associates (KA) was pleased to collaborate with Akin Gump Strauss Hauer & Feld LLP to prepare the grant application. KA drafted the grant narrative, Statement of Work and prepared the Benefit-Cost Analysis (BCA) Excel Spreadsheet and accompanying BCA report.
Since 2018, KA has won 16 US DOT Infrastructure Development grants for clients totaling $223,146,755, and since 2015 has secured over $1.21 billion in total grant awards.
